The gap between institutional image and operational reality

A working method for tracing a public promise to the experience that supports—or contradicts—it.

AI-assisted methodology note · Published 15 October 2026 · Not an empirical study or client result. Specialist review is not claimed.

Start with a promise, not a score

Choose one specific promise and one journey: for example, keeping a visitor informed during a service delay. Record what the institution says, what its process requires, what staff actually do, and what the visitor can observe. Keep these four records separate. A communication problem and a broken handoff may produce the same complaint but require different interventions.

Build a comparison that can be challenged

Create a record with the observation date, location, journey stage, evidence reference, alternative explanation and accountable owner. Observe more than a convenient moment. Separate a direct observation from an interpretation and from a hypothesis. Remove identifying information before sharing. A short exercise may identify a useful question; it cannot establish institution-wide prevalence or prove a causal effect.

Change the mechanism, then re-observe

Define a small intervention with an owner and review date. If information is lost at a handoff, specify which role communicates what, when and through which channel. Repeat the observation under documented conditions. Record both improvement and contradictory evidence. Describe the result as observed change unless the study design supports attribution. Do not substitute a new campaign for a service mechanism that still fails.

Method and limitations

This is a proposed Roadyom working protocol, developed by separating evidence, decisions and acceptance criteria. It contains no original dataset, measured performance claim or independently validated result. Adapt it to the institution and obtain the relevant specialist review.
