Technology enters where complexity exceeds what people should manage manually.
AI supports institutional work inside a defined boundary.

Begin with the work
Dense signals, documents and evidence can make reading, linking, classification and retrieval difficult. Define the decision or task first. A clearer rule or role may resolve it without AI; use technology when its contribution can be tested in that workflow.
Make the boundary explicit
Specify what the agent can see, which sources it may retrieve, what it can propose and who reviews the output. A proposed interpretation is not an approved fact. Permissions and source dates travel with the answer; private institutional data remains inside its authorized scope.
Preserve human authority
The institution owns consequential decisions and guide approval. Test source accuracy, useful retrieval, contradiction handling and the quality of proposals. A living playbook evolves through documented candidates, field tests and human acceptance, rather than silent automatic rewriting.
