What institutional image intelligence actually connects

Five layers help leaders distinguish a promise, an observed practice and a public belief.

Start with a specific promise

An institution can communicate clearly and still deliver an inconsistent experience. It can also deliver strong work that people rarely see. Image intelligence begins by identifying the promise, the audience affected and the evidence needed to compare them. This avoids treating every complaint as a system failure or every positive review as proof of reliability.

Read the five layers separately

Identity states the promise. Reality concerns verifiable practice. Experience records what happens to people. Expression concerns what is communicated. Perception concerns how the institution is seen. A public website mostly informs expression; an observation informs a bounded experience. Neither alone covers all five layers.

A gap becomes a question for action

If a service promises timely communication, record when information was requested, who owned the response and what the person received. A useful finding states the context, evidence, uncertainty and affected audience. An intervention then names an owner and a re-observation condition. Change is confirmed by comparable new evidence, rather than by declaring a task complete.

A question for leaders

What evidence could your team follow to establish that a gap actually changed?
